From Zoning to Approval: Entitling Attainable Housing

  • Burgess Construction Consultants, Inc. 195 Murray Farm Road Fairview, Texas, 75069 United States (map)

Join us on October 28, 2026, from 11:00 AM – 1:00 PM (CT) for a Lunch & Learn hosted by Burgess Construction Consultants.

This session, “From Zoning to Approval: Entitling Attainable Housing,” will feature Phil Stuepfort, Principal at HR Green, and will explore the entitlement challenges that can arise when developing attainable housing communities.

Attainable housing can help meet today’s housing demand, but these communities often face difficult entitlement challenges. They may be too dense for traditional single-family zoning while being too small to qualify for streamlined multifamily approvals. Through real-world entitlement case studies, Phil will share strategies for navigating zoning hurdles and community opposition.

Attendees will gain insight into:

  • Common zoning hurdles facing attainable housing communities

  • Strategies for navigating community opposition and NIMBYism

  • Real-world entitlement case studies and lessons

  • Ways to reduce entitlement risk

  • Strategies for shortening approval timelines and positioning projects for approval

This session is designed to provide practical insight for developers and land professionals navigating zoning, approvals, and entitlement challenges for attainable housing.

Lunch Provided. RSVP Required.
