This session, “Financing Development: MUDs, PIDs & Beyond,” will feature Richard Marek of Risewell Homes and will provide a practical look at the public finance tools developers can use to fund infrastructure, recover development costs, and support projects across Texas.
The discussion will explore the differences between Municipal Utility Districts (MUDs) and Public Improvement Districts (PIDs), including how each is created, financed, and used to reimburse qualified development costs. Attendees will also gain insight into additional financing mechanisms, including Municipal Management Districts (MMDs), Tax Increment Reinvestment Zones (TIRZs), and Chapters 380/381 economic development agreements.
