This session, "Community Development Districts (CDDs): Structure, Purpose & Implementation," will feature Jennifer Kilinski of Kilinski Van Wyk and Pfil Hunt of Wrathell, Hunt & Associates and will provide a practical overview of how Community Development Districts (CDDs) are established, financed, and implemented throughout Florida.
CDDs are special-purpose governmental units created under Chapter 190 of the Florida Statutes to finance, construct, and maintain essential infrastructure such as roads, utilities, stormwater systems, and community amenities. This session will explore the legal framework behind CDDs, how they are formed and governed, and the role they play in supporting successful residential and mixed-use developments.
